Dr. Otero is a graduate from the University of Puerto Rico School of Medicine. His general surgery residency was at William Beaumont Army Medical Center and he completed his training with fellowship in cardiovascular and thoracic surgery at Brooke Army Medical Center Ft. Sam Houston in Texas. Dr. Otero is board certified in cardiovascular and thoracic surgery and has over 30 years of experience with special interests in peripheral vascular surgery, vascular dialysis access surgery and minimally invasive cardiovascular surgery.
